Legislative Request
As a part of the colleges and universities of Minnesota State, Saint Paul College receives funding via the legislative request submitted by Minnesota State.
Minnesota State is the fourth largest system of colleges and universities in the nation with 30 state colleges and universities across the state that serve as an essential resource to students, business, and industry.
In addition to requesting its operating budget, Minnesota State is requesting $246 million in new funding for fiscal years 2020 and 2021.
FY2020-FY2021 MINNESOTA STATE LEGISLATIVE REQUEST
$246 million in new funding over the biennium
- $169 million to provide high-quality programs and fund inflationary costs at 3%
- $37 million for critical technology replacements impacting Saint Paul College
- $25 million for two new grant programs
- $15 million to address the workforce gap

IMPACT OF THE MINNESOTA STATE LEGISLATIVE REQUEST TO SAINT PAUL COLLEGE
A fully funded request will allow us to:
- Provide support for high-demand programs and maintain course offerings that supply skilled graduates to the workforce.
- Maintain essential personnel who ensure student access to college and success.
Not fully funded request will cause us to:
- Reduce 400-500 graduates annually in high-demand STEM programs.
- Cut specialized courses and support services for underprepared students, potentially reducing retention and completion rates.
- Reduce funding for the Power of YOU and Make It Count programs, decreasing access for 50 full-time underrepresented students annually.

2019 SAINT PAUL COLLEGE CAPITAL REQUEST
Should any portion of the Minnesota State capital request be funded, Saint Paul College is included for:
- $2.2 million in asset preservation (HEAPR) and replacement to renew exteriors

- Minnesota State serves more students of color, first generation college students, and low-income students, including the 64.7% of Saint Paul College students who are students of color and the 48.6% who are Pell eligible.

Minnesota State Responds to Budget Proposal from Governor Walz
ST. PAUL, Minn., Feb. 19, 2019 – Governor Tim Walz today announced the priorities for his budget covering FY2020 – FY2021. The proposal includes a $51.6 million investment in new funding over the biennium and $150 million for asset preservation in the facilities of our state colleges and universities.
In response, Minnesota State issued the following statement:
“We appreciate Governor Walz’s focus on our facilities’ infrastructure and asset preservation, and we share his perspective that all Minnesotans should have access to a quality, affordable higher education,” said Devinder Malhotra, chancellor of Minnesota State. “The budget proposed by Governor Walz would also allow us to continue our progress towards replacing our outdated student records system which will improve service to our students.
“Our budget proposal is focused on meeting the needs of our students, our colleges and universities, and the communities they serve. We remain concerned about the financial health of our colleges and universities, and we look forward to continuing our work with the Governor and legislators to strengthen access to a high quality, affordable higher education, ensure the success of our students, and deliver the talent Minnesota needs.”
